Linux, macOS, or Windows host. Linux supports both the root
privilege-dropping path and the unprivileged path; macOS and Windows support
the unprivileged path.
Rust toolchain specified in rust-toolchain.toml for developing this crate.
A project that depends on it needs Rust 1.92 or newer, the crate's
rust-version. Releases before 0.6.2 declared 1.85, but no release of
postgresql_embedded that this crate accepts builds on anything older than
1.92, and 0.6.1 additionally required 1.94 through a direct
postgresql_archive requirement. The msrv CI job now enforces the declared
version, and the change log records any later change to it.

usually named tzdata; Windows uses the platform timezone database.
