The public concordat.hello entry point uses the optional Rust implementation
when _concordat_rs is available and falls back to the pure-Python
implementation when that extension is absent. If importing the extension raises
ModuleNotFoundError for another module or dependency, that exception is
raised to the caller rather than being mistaken for a missing extension.
